Pittsburgh plans to convert 40,000 street lights into LED lights in the next five years. The city appointed Carnegie Mellon University's Reconstructed City Institute to analyze the possible negative effects of LEDs. The Institute benchmarks international best practices, researches the latest LED technologies, leads field operations trials, interviews stakeholders, and ultimately makes recommendations to the government.

The result of the study is that the dazzling glare from LEDs is especially harmful to people with visual impairment and age-related vision loss. The police also said that it was difficult to observe activities outside half a block. However, these issues can be addressed with appropriate design guidelines and specifications.

The project team at the Reconstruction City Institute began to develop design criteria for two main types of streetlights: high-altitude luminaires that illuminate the road for drivers and cyclists, and low-profile luminaires that add brightness to the pedestrian's sidewalk. “We recommend that Pittsburgh abolish global luminaire standards, including oak-type high-bar luminaires and other pedestrian lights that illuminate in all directions, because the glare of LED lights is too oppressive. We recommend down-illuminated luminaires with shades , and the lights are on the sidewalk close to the horizon to emit diffuse light LED lights," the project team said.

In addition, the luminaire equipment should be focused on the lampshade that controls the direction of the light, so that the LED light that is directed to other directions is blocked, and only when it is standing directly below the lamp. The color temperature of the lamp should be adjustable from 2,500 Kelvin to 5,000 Kelvin to suit the different needs of the business district and residential area. The first batch of 3,000 LED luminaires will be completed in the Pittsburgh business district in the first quarter of 2012.
